His heightened senses, enhanced speed, and ultra-fast mental processes mean that him tagging people with a massive speed advantage isn't out of the question, especially when he mentally preps for it.
Apoc on the other hand has one notable speed feet: tagging Quicksilver. So not only does he not come close to Supergirl in the speed department but he probably isn't even as fast as Deathstroke who is much, much slower than Kara.
In combat though?
Supergirl has hypersonic combat speeds, that's not up for debate.

Didn`t Magneto once grab a speedblitzing Northstar out of the air and remarked that his son was a far superior speedster? Northstar can go close to lightspeed iirc.
