Although there's obviously a correlation, there does seem to be a difference in combatants' ranking with respect to their telekinesis/etc., and their ability to augment their physicals/enhance their precog in a duel. For example, Dooku has better telekinesis feats than Anakin, but Anakin is so powerful that he can destroy Tyranus in a duel when he really tries. I doubt this is because of Anakin's muscles - Dooku can easily beat Grievous. So why the distinction?
My theory is that Force augmentation more reflects your raw power, which correlates with potential more than your refined mastery of telekinesis and other techniques. That's why Anakin would stand a much better chance against Sidious in a duel than a Force fight, even though the Force is the primary determinant in both.

It just depends on what Force abilities are trained extensively as well as a bit of natural talent. There are raw power expressions in both (a Force scream for example), just like there are expressions of mastery.

I guess the counter-example is Galen Marek, who from his potential should make Vader and Shaak Ti cry. But maybe his technical skill, while good by normal standards, is still far below that of Skywalker and Shaak.

Rastka Lsu is a weird case. If she really were that weak in the Force, all of the technical skill in the world shouldn't have let her compete with Bane; heck PoD Bane was beating back Kas'im on similar premises, and Kas'im wasn't weak (by the standards of the day).

I wonder how that relates to Force defenses. Lsu was weak to TK, but presumably Anakin's defenses were pretty good or Dooku would've just ragdolled him.

Her shields have nothing to do with her combat ability. So, no, not really. Lsu was never supposed to be weak, just not focused on the more esoteric abilities of her career. Battle Meditation easily covers the gap as it makes you stronger and the opponent weaker. It's really not that hard.
In general, natural strength is an underrated factor. Even putting that aside, having greater force reserves still wouldn't necessarily guarantee you will be faster or stronger.
It's explicitly stated that Lsu was relatively weak in the Force, not just that she didn't have good TK defenses. Even with her BM this was still true in relation to Bane.
If physical strength were that meaningful, Windu would've broken Palpatine's hands as their augmentation was balanced.
