Its Jason Todd aka the old Robin. But Tommy Elliot isnt such a bad guess. Since he only started apearing in the Hush series

Well Toomy Elliot was shot, died and was buried. But Robin also died and was buried. So it maybe a possibility. But In the comic where Tommy Elliot died, it was Hush who shot him.

Some more reasons why i dont thik Hush is Tommy is becasue Tommy helped Bruce when he needed brain surgery. So if wantedBatman to die, he would have just left him to die.
