What makes you think Palpatine wasn't paying attention? He was actively blasting him with lightning, FFS.
Not only was Maul resisting Palpatine's lightning without any "superconducting loop"( ) but he simultaneously pinned him to the wall and kept him there. You can plainly see that Palpatine couldn't simply overpower Maul's grip and had to resort to crashing that chandelier.
Not even Yoda did something like that.
And if you're referring to Mace's feat from the 2003 cartoon then .

Him being on the full offensive blasting lightning at two people means he's not focusing on defensive capabilities at that moment. If he wasn't mentally expecting Maul to try something like that, it doesn't matter what he was doing. He didn't expect Vader to throw him down a shaft either while blasting Luke.

So let me understand this, Palpatine was the one with the disadvantage in that scene? Not Maul? Is that your rationale? He couldn't defend himself because he was too busy frying his opponent with lightning?
Let me try that logic: Maul being on the full defensive blocking Palpatine's lightning means he's not focusing on his offensive capabilities. Ergo his feat is even more impressive, since he just casually ragdolled Palpatine with just 1% of his attention, while the other 99% was focused on maintaining his defense.

Maul overpowered Kenobi with the Force at least twice, something only Dooku was ever shown to do, and which Anakin failed to do on Mustafar. What has Mace ever done?
Has Mace showed even one single instance of using the Force against another Force user? Even something as simple as a push?
People still can't understand that force pushes or ragdolls mean precisely jack shit in canon. There is no "overpowering" involved, just catching your opponent off guard with a force based attack.

And yeah, the deleted scene isn't applicable, for obvious reasons. It isn't canon. Unless there is an explicit statement, unambiguously, and specifically, confirming it to be canon.
