Very badly written fight.
Basically Scott is just standing there standing still while trying to blast Captain America (who is way to big to hide completely behind his shield).
Scott could have very easily aimed at his legs for example. He had all the time in the world.

Cyclops fairly easily. The shield can't block caps entire body. Plus Cap has no way to attack and defend at the same time
