His power levels are dependant on who he fights. In this case, he's a street leveler. When he fought Alan Scott and the JSA, he was a team buster.

Read his appearances with JSA. He basically absorbed some of the starheart and crushed alans power battery. He'd just absorb Bruce's energy. That's what he does.
