True. But that's not how fiction works. Characters often perform subpar for the sake of the plot.
Batman can win, doesn't mean he will.
The fact that Batman took out 12 thugs in 21 seconds. This shows skill, speed, and strength.
He also took out 4 highly skilled league of shadow warriors. I would say that each warrior is a peer to the agents in h2h combat
Let's battlezone it then, you can defend the league warriors and I'll defend the agents, you interested?

So, if you think Winter Soldier was underperforming "for the sake of plot" there, what plot elements are in this match that would result in the same thing happening?

Well we have no way to judge his attack speed other than him fighting humans. So he could have been performing subpar or he is actually closer to their level in terms of speed and a little lesser in skill. If the former, then what evidence do we have to suggest it?
Oh really now? Except he's fought Cap multiple times, he's fought Black Panther multiple times (hell, he fought both of them during that same rampage scene), and he has even fought Iron Man. And I find it funny how you act like these people gave Bucky such a hard time, but then try to act like Crossbones did nothing against Cap, in another thread, even though Bucky took all these guys down in less time than Cap took out Crossbones, during CA:CW fight.

Sure, let's give them the benefit of the doubt that they can land a few hits. Won't do them any good because they'll still get demolished in under a minute, either against Cap or WS.
If he keeps insisting on using this tactic, just refer to Ra's, who repeatedly tagged Baleman, dodged or blocked some of his hits, and soaked up others.

Which is why he keeps dodging it. If highly skilled humans only manage to hold out against either Cap or Bucky for a few seconds, before losing, but a highly skilled human can engage Baleman for an extended fight, and even get the upper hand, what does that say about the difference in their ultimate combat effectiveness?
