This is nothing to superheros feat wise, but I always thought it was brutal. Cap punches the guy so hard his head spins clear around and his neck snaps.

Sure, Cap COULD've killed that terrorist --- and believed he did for a while --- but he didn't, it was that corrupt SHIELD device that he was wearing on his neck that killed him.
Read the arc. It's a boring read (with great art and few good feats).

For Captain America, I can actually see him physically tearing apart a living being if push comes to shove but that would be pretty high end.
Both have their high end feats, as is normal for a comic book, but Captain America is a flat out superhuman compared to Batman's peak human.
Like ya, Wonder Woman has high end feats, but let's be honest here, Hulk is a shit load stronger by any realistic metric.
Not to say Captain America would tear Batman in half or anything. But I think it's a possible that there would be a more noticeably stats gap.
Another example is someone posting Batman surviving a slam into concrete from Wonder Woman. I mean, ya, that's crazy, but we can fill up 3 pages of this thread with each time a street leveler survives attacks from class 100's. And that's from any one comic book company, but I can never see Batman doing this for example:

And I think, most people understand the distinction between a comic book trope and a legit indication of a completely different tier from human beings. Batman is presented as mystically superhuman some times, but there is a difference between the two. Just my two cents.

Batman has had slugfest with Aquaman. Multiple times.
You need to stop pretending as if you're in a position to evaluate DC characters.
And no Hulk isn't "shitload" stronger than Diana who is EASILY on par with Thor physically.

Nightwing is Batman's peer, though. He's fought both Batman (and won) and Midnighter. Cap might not even be Nightwing level now.

Yes, it varies. One could argue it depends on how you depower him.
Similar with Spidey. When depowered, he's still quite athletic and really agile in some showings.

Steve Rogers reverted to his original fragile weakling state in Steve Rogers: Super Soldier mini (Heroic Age).
Old Captain America run contradicts it... as Steve was still a peak human w/o SSS in his bloodstream and still managed to beat Crossbones.
