It's possible Captain America sat him down and explained to him how frail human bodies can be and that you don't wanna use full force. Thor murdered a bunch of tree's by trying to murder Captain America, it was devastating cuz you gotta figure some animals died cuz Thor got hungry for murder.

This special forces guy in Civil War had his head slammed into a wall by Buck's metal arm but still didn't go down. Then was this guy at the CIA facility who took couple punches from the metal arm and was still standing

Okay. So, this guy is not exactly an extra, but he's a very minor character in the overall story. And damn, this example is so extreme that it just deserves an honourable mention either way.
So, this guy literally gets absolutely riddled with bullets. As in there is no realistic way he should be even twitching after that. But he survives long enough to blow up a couple of enemies. Now, the first clip is heavily edited, but you can get the gist of it from just before the 1 min mark. Warning though. This show is pretty damn graphic when it comes to depicting violence and carnage.

The Jungle Fighters from "The Rundown". Beck was tossing them around like ragdolls and they were all essentially fine after everyone calmed down and talked things out. Also the things they put their bodies through to toss Beck around should be impossible.
One guy got his leg snapped at the hip and while they were all rolling around on the ground, none of them were unconscious at the end of the beating, when all of them should have been dead.
That CIA guard from Civil War. He took 2 hits to the face from Bucky's metal arm and came back for more. He shouldn't even have a head
