All America has to do is simple--make terraforming projects all across America on a large scale. If they have cities like Chicago with high crime rates and Detroit, where cities are seeing a population decline. They need to control the population by having the inheritance move out, destroy the city and terraform it too the nines. Build a perfect city that's eco friendly and create a point system where only the elite live.

Perhaps the Kamalahamamama will do these interior improvements and make America great for POC again.
