If I had to guess it would be someone that is afraid of Hackman's Alzheimers making him blurt out something incriminating to someone very influential, so they plug the leak.

It's my new neighbors. They are so uppity about noise and as much as I try to be a good neighbor, they test me! They want be to stay silent, while they themselves are loud. And they have given me a curfew. I'm moving soon but not soon enough
