Palpatine can grant them that. Protection from further threats in the eye of the senate, control of the republic in the eye of Palpatine. I think many systems will welcome Palpatines plans though since the clone war probably left a lot of system thorn by the CW. So the empire starts. Those in opposition to the plans is the beginning of the rebel alliance
I can understand that I guess...that he minipulated everything. Like he SO used Padme when she was Queen. He knew she would do whatever it took to save her people so he used her to make himself Chancellor.
