Carnage. In Venom Vs Carnage, Carnage tossed Venom around with ease. Here are some facts;

Venom has superhuman strength class 10
Carnage has class 50

Carnage is more susceptable to SONIC
Venom is more susceptable to HEAT

Carnage can fire darts, form blades, and tendrils from his symbiote.
Venom can mold his symbiote into very simple shapes, but cannot elongate it.

Carnage is ruthless and a deadly tactician (As proven in his ability to lay traps and form the team Maximum carnage)
Venom is merciful, yet rutheless to Carnage, very smart, but could be held in check if Carnage took a hostage.

Carnage is simply too much for Venom. Venom can only defeat him through the context of the fight, never in a direct 1 v 1, and any comic in which he did was complete bullshit.
