Well I think the radiation has a diffrent affect on people, I mean the leader and the abomination also got gamma radiated.

And the reason I think banner turned into the hulk is because hulk is really banner wenn he was a kid and was abused by his father so that's why he got the split personality.
And because of this he has unlimited rage as savage hulk.

But than again I'm not sure just thinking out loud, I like to read the hulk but I'm not really a hug fanboy.

Well, a well written juggernaut shouldn't be stopped or killed right???
Because he can't be hurt by brute force.
