Im going to take what Marvel hq said, and run with it. I was asked to get proof that Juggernaut has unlimited strength, I do so and the Hulksters complain because it's true.
On Panel Hulk does sometimes say that he's the strongest one there is, but take a step back and think about something. How many characters claim to have unlimited strength or to be the strongest one there is? Apocalypse thinks that he is uber, and frequently says so does it make it true? I have a comic that states on Panel that Classic Thor has unlimited strength, does it make it true? So with all these claims Marvel sometimes feels the need to step in and set us strait. Marvel decided to step in and tell use that Juggernaut is stronger than the Hulk, period.

BTW, on panel Hulk has been killed by Thor with one arm. I guess he's not the strongest one there is now is he?

Another reason why I believe they are referring to Prof. Hulk is because he doesn't have access to his unlimited strength potential. Therefore, his strength is more or less limited, unless he had some outside help. Now, since Marvel's guys aren't usually idiotic(stretchy, perhaps, but not idiotic), they too would know that you can't be stronger than someone who has equally unlimited strength. Savage Hulk has unlimited strength, so it wouldn't make sense to say that Juggernaut is stronger, even if he himself had unlimited strength. They would have to specify how and why, because you're gonna need to factor in several possibilities. Such as the speed of the increase or accessibility.

No, because Hulk's strength increases geometrically to his anger. Sometimes anger rises slowly, sometimes it escalates instantly. The Hulk's strength would escalate when he finds out that Juggernaut can't be beaten, increasing not just his anger, but also the speed of it at which this happens. The Hulk has been seen to equal beings far stronger than him at base within seconds.
Now, we don't really have any on panel examples of how juggernaut's strength increase actually works. It may be around, but I'm waiting for someone to post it.
