I think they can be any age.
As long as the are sensible and don't annoy other members, there shouldn't be a problem.

Who cares if it's off topic let the kid say what he wants. Why should anyone under 18 not be allowed in to fourms? Why can't we state our oppinions on different topics either? It's no different then anyone older.
