Oh wait, I think I know what bells you're talking about. I can't tell you off the top of my head right now though I did find this:
In Traverse Town, cast lightning on the open cables in District 3 then go to the Gizmo shop. The platforms will now be raised so use them to climb onto the top of the walls and stand on the three buttons. Examine the clock and I think you either hit it(?) or cast some sort of magic at it maybe. The boxes will only move away from the bell once you've locked Deep Jungle and done this stuff. Go up to the bell (on the roof of the gizmo shop, there is a ladder out the back door), do the trinity, and ring the bell three times. The keyhole will appear in the fountain.
