but when did punk transition from "beat on the brat" to "american idiot"

The transition began in 1992 wiht the release of Nevermind.

While not overtly punk, it was indie, and indie and punk had been almost inextricably linked for a decade, the album opened the floodgates for indie bands to hit it big. So then we started to get offers for all these underground bands, including punk, to come up to the mainstream. Those that were ultimately most popular had a pop edge to them (Green Day, Offspring). The bands of today grew up on Green Day and Offspring, so they emulate those bands. They add a little more pop to become more popular.

And Green Day...well they haven't put out anything great since Dookie.

I cant stand Billy Joe Armstrong's voice, I makes me want to rip my ears off. Does he have nasal problems or something?
