Most photo editing programs have a Image Size...function. I would recommend using that.

When i make a sig, i start with a canvas that is 10 inches x 4 inches. Since that is proportionate to 500 x 200. Then I just shrink it down a bit, and wa la!

TOH I leave you in charge of making sigs and look what you have let them do these are some of the ugliest sigs I have ever seen I still see your good quality, but I can't say that for everyone.
