Well, that rule is there because, assuming people are not using this as a chat thread, re-posting the request a bunch of times is going to cause clutter and other people's requests will be hidden. And the quoting rule is a major pet peeve of mine because if you're going to be asking people to do a favor for you, you could at least go into the effort of re-typing your request, or at the very least copy-paste.
And I don't want this thread used as a chat thread, no. THAT is how it gets clogged. If you have a question about someone's request, that's fine, but posting random stuff is not.

Well, then. I apologise for breaking the rule as it's clearly an important one and in this case I didn't actually read the rules first. Worked though... you gotta admit 😛
