Crime: Maybe. We do have people like Cypher.
Newspaper: No
Games: Probably, he freed minds may take up soccer 😄
Schools: yes
Hospitals: YES!
A Police Force: IF Crime=yes THEN Yes.

It has a temple, so there must be some type of religion. Must be hospitals. For entertainment, they probaly hook up people to the construct and upload games there, I guess. Should have hospitals, but no police b/c there's no crime. Face it, when in tough times, people unite and crime goes down. No shopping, just rations and it does have a ruling concil

I'd say most of the above, but most of all religion. They have a TEMPLE, it's rather obvious, don't you think?
