Machines aren't your classic bad guys who lie all the time.Most machines can't see"choice" so lying AND promising is beyond them.Hm..We could start a thread on whether machines lie or don't lie.

yep, machines certainly do not have choice and what they do is supposedly "right". Not unless their too cheap and just kill him...no! That's a waste of a good battery...but they still have fields of human batteries. Hmm...

we know they can change the matrix (after the black cat in m1) so they could reinsert cypher and change it so hes the "important actor"...

the wires come out of the floor, go into Neo, then, after Neo has destroyed Smith (not antivirus) the wires/cords go back INTO the floor

yes that was what i was on about, when he was going away from the screen for the last time all the wired got disconnected from him

The entire point is that YES, the machines can plug a human BCAK inside the Matrix. The rebels hack the program in question. The Deus ex Machina just “made” those for Neo on the spot (I think that’s what’s causing some confusion).
They just take a pod, down goes the human who wants to be re-inserted, a little mind-work, and voila. The machines can even rewrite the Matrix so Mr. Reagan is a… famous… actor 😄

There has been NO evidence for any of the machines lying in all three movies.

Basically, it was a "what if" I think, Omega. Would Smith have really given Cypher whatever he wanted? Or would he have killed him along with the rest of the Neb? When he says "We must continue as planned; deploy the sentinels.", was that always planned? If so, that would seem that Smith was lying to Cypher... anyone else have any ideas?
