Can someone help me with my Siggy?

Okay, I have this siggy that I wanna down load onto my posts by it's too damn big! Can someone tell me how to resize the thing?

Use paint, and make it smaller with size.. i think.. its in.. view tab.. I think >.o

Well I tried that with some other stuff and for some reason it just seemed to make the image bigger...

You gotta decrease the size, like.. 95% 😮
