No he wasn't. Clinton was one of the most arrogant people to ever take the presidency. We in the US (at least, those of us who've retained free minds) recognized Clinton as a power-mad dictator. Even if you didn't see him that way, it doesn't alter the truth of it. He was one of the most image-obsessed power-mongering politicians ever! He was a suit, nothing more.
