Yes, Bootstrap is dead. He didn't have his hand in the curse. The reason they got the curse, I believe is because they stole it. Bootstrap wanted nothing to do with it, so they killed him. Sparrow mentions this in Balbosa's quarters when he's talking to him. He said he's lucky that he didn't have a hand in it, either or he'd have a hand in the curse.

HUH? I didnt get a thing U said but anyway He was cursed other wise they wouldnt of needed his blood. So that means that Bill would of still been alive even though they sent him 2 the bottom of the ocean and he still would of been alive when the curse was liffted. So this thread shouldnt b called is he dead but did he escape????
