im going to list all the pros and cons each element has(that i can think of).
FIRE: u can put it out with water, dirt(earth), and wind. even though it can turn water into steam, steam is still water essentially. it cant do anything to dirt except maybe purify it. a small amount of wind can feed a fire. I guess you could say fire includes the sun so the earth needs it to prosper.
WATER: it can put out fire, wind gives it its power so it is somewhat dependent on wind, and earth needs it to prosper.
WIND: water depends on it for its power, fire can benefit from it or it can be destroyed by wind, earth is eroded by it.
Earth: it put out fire but needs the sun (which is essentially fire) so it can prosper, it needs water to prosper, and wind damages it.

wind also depends on earth to actually blow.
