Axis and Allies

hey ppl, maybe someone of you guys knows a game called "axis and allies"
it's a pretty old board-game handling about the second world war
there are three editions : Europe, World and Pacific
I got the world edition
now this is my question, all african lands belong to the british except for 3 (2 are owned by the german, libya and tunesia) and one remains kenya (this has the colour of the british player but doesn't say british controlled) now does it need a british chip or not and more important is it from the british

maybe a second rather dumb question
but mexico and panama are in green (colour of america) there for they are considered american territory at the start right? and if so do they need an american chip???
