divisions are based on how large a school's range is. ie, i live in franklin, which has about 30,000 ppl in it and a school population of 1200 or somethin like that...this apparently gives the high school division two. meanwhile, division one/1A are schools in cities or private schools. so in theory, the lower division number, the better the team/school is.
