perhaps you refer to the 10 seconds (or something like that) rule?
that one you post, you have to wait 10 seconds to post again, to prevent spamming and flooding

You might be trying to start a topic.

I believe you need 25 posts, to make a topic in any forum except this.

Fatis77 should have no problems posting or creating threads. The only restriction I can think of is the one yers mentioned.
