you don't want anyone too too scary. Umbridge has to have that image of " a sweet little girls "voice. which i know Kathy Bates xould pull off.

I think Zelda Rubinstein would be PERFECT for the part of Umbridge. Rubinstein is like 4' tall and has a natural girlish voice. Actually, this was the exact person I thought of while reading the book. If the file attachment works you can see for yourself. If not, go rent the movie Teen Witch made in 1989.
