Sorry but no, Obito and Pain where the leaders, Pain lead the akatsuki while Obito gave him orders in the shadows and then took over when Pain died, Madara just planted the idea for the akatsuki in Obito's head for the sake of their shared plan as partners, and Madara was dead for whole time the akatsuki was around so he never lead them. Madara Uchiha may be the mastermind and main and top villain but he was never the akatsuki leader.
