-and madara/tobi is obviously a skilled actor, ninja, and leader. he can blend in whenever he feels like it, and into whatever role he sees fit to gain information.

Im not sure if he's flying but according the to myth of the six paths of pain the Deva/God Realm can fly..You aslo can look at the fact that he has gravity control..so maybe he can lift himself up or something since in that page he's just shooting himself up into the air..
