here is how we know this: a crappily formed RS vapes an area that is about 1/5 to 1/4 the size of that massive forest. A perfectly formed and thrown RS cuts through tons and tons and stuff without any noticeable end.
From a simple physics perspective, vaporizing x amount of mass requires much more energy than re-purposing x amount of mass (chemical changes, both of them).
However, you could argue that he is converting energy into matter which would require an enormous amount of energy to make that much matter.

Whelp, the baddies have completely convinced the samurai that the real-player character is the attacker. The samurai only knew she had wind jutsu and a sword. The players used a snake jutsu to defend themselves, and the cursed-seal transformation, so now as far as the samurai's concerned, she and 'Anko' are fighting a monster in the dark.
And the players have yet to notice the caltrops either ^^
And they're hoping Naruto will come with backup, but another enemy henge'd as the samurai is luring him off and they don't even know it...

It also has to sting a little to know that most your techniques have been improved upon in your absence. Naruto's badassness with KB, Minatos' enhancement of FTG, and Oro and Kabuto's enhancement of ET. If someone comes up with no hand seal water techs, he's probably gonna go crazy. lol

So, Tobirama for S+ and Edo Tobirama for SS-? While he's not as powerful offensively, he's still on par with Izuna and Madara pre-EMS, and as Aura said, he's an excellent support ninja. He's also invented the most useful jutsus in the series.

But that aside yeah Tobirama is S+ now since he finally has feats. Which is more than I can say for the professor.

What exactly were you expecting? I'm glad Naruto is shining more. He's becoming the hero he is supposed to be. He's showing everyone how great he has become.
I find it refreshing to see Kishi can show someone other than an Uchiha some love. The nicer showings of people like Tobirama, Minato and Naruto are greatly welcomed. Now, if he could just find it in his heart to show Hiruzen a hint of love. lol
