Nothing was really based on Latin, but Quenya is somehow a little like latin... and is often called "Elven Latin" as it had a similar function in Middleearth like Latin for us - old, for ceremonies and stuff... mostly written... rather used by the wise... while sindarin was more the spoken one, at least in Middleearth (though not in Valinor)
