[spoiler]After Saunders provides locations for 10 of the 11 virus vials, Jack pursues the final vial, which is on a Los Angeles subway; and Sherry catches Wayne and Foxton breaking into her home.At the 6th Street bridge, CTU agents clean up the remnants of the firefight while Jack demands that Saunders tell him where the rest of the virus vials are. Saunders refuses, unless he’s guaranteed safe passage to a private jet waiting to take him to North Africa. Jack asks Jane to try and convince her father to give up his information, but as they talk, a commotion rises nearby as Chase tries to stop another CTU agent from taking Tony into custody. Jack offers to do all he can to help get the charges against Tony dropped, and Tony finally offers to go along quietly. Meanwhile Jane also has no luck with Saunders. Finally she breaks down and gives up, and Jack orders two helicopters for his next move. Meanwhile Palmer calls Sherry and convinces her to meet him at the old Topanga pier, saying he might be able to offer her a deal equivalent to Keeler’s. Later Palmer calls Wayne and Foxton, who are waiting outside Sherry’s house, and tells them she’ll be leaving soon. A few minutes later Jack gets out of a chopper with Saunders at the Chandler Plaza Hotel, and takes him to look at the body bags piling up inside. Saunders remains unmoved, however, and says he doesn’t even mind if Jack forces him to go inside: he’s prepared to die for his cause. Then the second helicopter lands, Jane gets out… and Jack says sending Saunders in isn’t what he had in mind. Saunders still refuses to talk, so Jack orders his men to send Jane into the hotel. At first Saunders seems unmoved, but as Jane gets to the door, he finally breaks down and says he’ll talk. Jack asks again where the remaining virus vials are, and Saunders says each one is tagged with a GPS chip.
A few minutes later Jack, Chase, and Saunders study a computer screen that maps signals from locators on 10 of the 11 virus vials. Jack asks where the 11th vial should be, and Saunders says it’s here in Los Angeles, carried by a man named Arthur Rabens. After Jack calls Adam and asks him to do a computer search for information on Rabens, Adam transfers Jack’s call to Brad Hammond, who has just arrived at the CTU. Jack briefs him on their current situation and requests leniency for Tony, but Hammond refuses and ends the call. Across the room Chloe watches two guards bring Tony into a holding room, and tells Kim that she’s not sorry to see him arrested. A moment later Hammond joins Tony in the holding room and advises him to get a lawyer. Tony says it’s not necessary because he’s willing to take responsibility for his actions. Hammond reminds him, though, that the ultimate penalty for his actions is death, and the minimum sentence would probably be 20 years, which rattles Tony. Meanwhile, as Wayne and Foxton wait outside Sherry’s house, Wayne gets a call from Julia Milliken, who begs for Wayne’s help, saying the police are going to arrest her for Milliken’s murder. Julia asks why Palmer has backed up Sherry’s false alibi to the police, but at that moment, Wayne sees Sherry leaving her house and hangs up on Julia. So Julia goes to her dresser, distraught, and retrieves a gun from under a stack of shirts. Meanwhile Wayne and Foxton break into Sherry’s house, and as Jack, Chase, and Saunders watch on a video feed, agents in San Francisco shoot down the first of Saunders’ couriers and retrieve the first of the 11 virus vials.
Later, after Michelle returns to the CTU, she asks Hammond if she can see Tony. He refuses, saying Tony’s being charged with treason. Then he explains how Tony helped Saunders escape in trying to save Michelle’s life, which is a surprise to her. Meanwhile Wayne and Foxton continue to search Sherry’s house, but can’t find the pill bottle. At the same time Sherry meets Palmer at the Topanga pier, but when he offers her a job as a consultant on his staff, she refuses, saying what she really wants is a more permanent position: to be his wife again. After some consideration, he finally agrees. It’s too fast, so she gets suspicious, says the deal’s off, and leaves. After she’s gone Palmer calls Wayne to tell him Sherry’s on her way back. As Wayne takes the call, Foxton finds an electronic safe in Sherry’s cellar. He says it can’t be cracked, but he knows someone who might be able to provide an access code before Sherry gets back. Wayne urges him to hurry. At the CTU Adam finally gets a signal from the GPS locator on the 11th virus vial. Chloe calls Jack to tell him it’s heading toward the California Center, an indoor mall, and Jack and Chase head there immediately.
As Jack drives, Chloe tells him the 10 other virus vials have been retrieved, and that at his current speed, Rabens will probably arrive at the mall in five minutes. As Jack approaches the location of the signal Chloe is tracking, however, he sees no other cars… and realizes Rabens must be in the subway below the street. As Chloe scrambles to contact the MTA, Foxton — at Sherry’s house — finally gets the code to the safe. As he works, however, Wayne hears Sherry arriving outside and tells Foxton to hurry. Foxton opens the safe, but the pill bottle’s not there. He and Wayne runs for the stairs, but as they start to flee, Sherry sees Wayne and realizes why Palmer summoned her away from the house. Then Foxton punches her and knocks her out. He frisks her and finds the pill bottle in a plastic bag, taped to the small of her back. Foxton hands the bottle to Wayne and then pulls out a gun. Even though it will leave a “loose end,” Wayne finally talks him out of shooting Sherry.
In a subway station Jack hands out photos of the virus vial to several CTU agents, while the MTA holds the train under pretense of a track delay. When the CTU team is ready, the MTA pulls the train into the station, and Chloe monitors the GPS signal as the courier moves off the train into the crowded station. Jack follows a crowd up a staircase, and Chloe confirms the person carrying the vial is among the crowd. Finally, when one man stops to study a subway map, the signal stops too, and Jack grabs the man at gunpoint. As other agents close in and secure the man, Chase searches his shopping bag and finds the transmitter… but not the virus vial. They realize Rabens must have ditched his locator. Meanwhile, as Wayne and Foxton leave Sherry’s house, Wayne is surprised to see Julia arrive and enter the house. He goes in after her and finds her holding Sherry at gunpoint. Wayne and Sherry beg Julia not to shoot, but Julia snaps and fires three shots at Sherry, killing her. Then Julia turns the gun on herself and commits suicide. Wayne is shocked, but Foxton runs in and convinces Wayne that if they leave now, no one will know they’ve been there. Meanwhile, at the subway station, Chase confirms all the train passengers have been detained, and Jack tells him to secure the tunnels so Rabens — whoever he is — won’t be able to get away.
