Ah yes...why A.D. Skinner ? Well, he is a character from the series X-Files...( which happened to be my favorite TV show )

...if you are familiar with the series, Mulder and Scully reported to him, and he was in charge of the X-Files ( Case files that were unsolvable or unexplained paranormal )
