It's always said so but that's not really true... he just collected the letters that were already used, put them together in a system and gave it a name, the Sarati 😄

And, yes, Elmo was indeed an ancestor of Celeborn, being the father of Galadhon the father of Galathil and - Celeborn ^^ and, interestingly, most of his near relatives bore the names of trees, Galathilion, Celeborn and Nimloth were all white trees said to be related to silpion.
Thus Celeborn is also related to Galadriel who was the daughter of Earwen daughter of Olwe brother of Elmo 😛
