Neutral evil do everything solely for personal gain. A prime example would be a rogue who cuts throats and takes thier stuff. Neutral evil is nothing like chaotic evil because chaotic evil people run too much on randomness, emotion, and brainless brute force.

Lawful evil are bound by a specific code. Wether that be one of the law like a tyrant who opresses the masses or a warrior who bullies but fights with dignity. That is lawful evil. Devils in D&D are lawful evil in nature so it is described as "diabolical".
