Since when did rock music have to rhyme? The rhyming isn't the point, it's the meaning. And don't call RATM stupid, they are one of the most intellectual rock bands out there.
If you really can't figure it out, the song is about Corporate America, and the whole "blood for oil" concept, and the lines you're talking about refer to how the govt. controls everything these days--from what is taught in schools to what is played on the radio and on TV. The guy is angry about how he can't say what he really wants to anymore, hence the "silence my style" line. "It's my radio dial" means that he can listen to, or play, whatever the hell he wants to and Uncle Sam shouldn't be able to get in the way.
