That picture is of Poddle the Lesser, if that's how you spell his name.

That's just a Geonosian Guard. If you look at the full expanded image you would see that he is actually chaining up Anakin to a pillar.

Well that isn't exactly the same picture, but close enough to know it's the same person

It's Poggle, and Poggle is up in the box seats with Dooku and Sun Rit.
