actually I would say sauron too. I dont think any stupid hobot will have that much power or at least not enough power to conquer sauron. but I do have to say Gandalf the white is pretty powerful....I love gandalf. and saruman is only a mere puppet of saurons he has no real magnificent powers of his own....saurons is just controlling him to bring about an army which can bring sauron back.

stupid hobbit? That's harsh....I wouldn't call Frodo a stupid hobbit, he has pride of his own and Saruman is a little bit more powerful then Gandalf though. Even when Gandalf was White.

yeah..well Frodo is a bit like harry potter....he has no real special powers and he needs help form every one around him. so I would not exactly call him real bright.

He didnt bring himself back, he was allowed to come back by Manwe, his master.

However, Sauron is the most powerful out all that is listed...Greater even than Gandalf so long as he was Gandalf...When he was Olorin before the coming of the first born...I think for sure he was not as powerful as Sauron. So, Sauron it is.
