I wonder what were Anakin`s and Obi-wan`s saber skills in ROTS? 16?

Sabre skill is a combination of many factors, and as Gillard says, Anakin is the most talented of all but he's not there in the mental game yet.

I had an impression that Anakin is Master level in ROTS in terms of power, but he lacks Wisdom. I would say skill 15, Force 15( like Acolyte) and good physical skills.

No no, not that., He wasn't there in the mental game when it comes to SWORDFIGHTING. This makes him inferior in that respect to Windu or Kuylen.

Well, Palpatine can hardly be called a human being, he is a Demon in his true self, hatred and malice incarnated.

He is still human, though. Just a very scary one. 😖

Do remember that player characters are considered to be highly talented. A 'standard' experienced Jedi has a sabre score of 'only' 13, which is still enough to get him through dozens of bad guys, whereas the PC experienced Jedi (Adventurer) has a 14. By the same logic, an 'average' Master has a 14 to a PC's 15.
