BECAUSE..........certain people thought the deck looked to cluttered AND they thought the ship was unsinkable and so didn't need lifeboats. Thomas Andrews, the ship's builder, fitted in a new type of davits that would have taken a second row of boats on the inside, but they overruled him.

Once again, the movie had it correct. mmm

Don't ask me questions like that about the Titanic unless you're prepared for the long-winded answers. 😛
