doctor in The World is not Enough was "layed pipe" by Bond and isnt
considered a Bond Girl and Xenia in Goldeneye wasnt "layed pipe" by
Bond and is considered a bond girl. You catch my drift?

Basically be the main female actress (except M) is what makes a Bond Girl.
