i believe jean grey isn´t able to use the Phoenix power in all is glory, so she would probably loose against silver surfer. didn´t magneto killed the phoenix, i don´t know very well how he did it, but he did.

if rachel summers was able to defeat galactus she is able to defeat surfer, period. rachel is from an alternate universe and what, nate grey is too.

and you can´t think on this one in a sex way, the phoenix is a cosmic entity if instead jean grey this force had chosen a man, the man would be quite powerful, as well.
