Is their limitation to the 'Take a Penny, Leave a Penny' dish?

I was at the local corner store (run by Asians, what are the odds?) and I was 8 cents short of exact change for my purchase. The dish had more then enough pennies, and the woman behind the counter said,
"No, no, no. Take one penny, not all of them!"

Stupid *****.

I'm not familiar with that concept 😑

The ppl at the store down the street encourage us to take as much as we can.

Sorry, I should have explained the "take a penny, leave a penny."

There is a dish in most convenient stores (here, anyways) and you are allowed to use these pennies in order to get your change at an exact amount. Also, if you get pennies back, you CAN put them in the dish.

Who uses the penny anyway. You can't do anything with it
