Sense will give you an idea of people's emotional states, yes. As BC says, to gauge complex emotional interplay, especially in groups, you need Empathy.
But to judge how one person is feeling at this point... it's Scan; Scan is the basic mind-sense power (and counts as a Trick so doesn't work on high will people)

Sadly, Jelena, Security lacks your Jedi senses in determining the correct vent; they are also being rather slow to respond in general, what with the general crisis. By the time they reach the guy on a level, he has already gone up past them.
With Vlad slowing him, you might just get up above him...

It's a low cloud day on Coruscant- and with buildings that high, this is an issue. You are enveloped in a blanket of dirty grey cloud; the slightest movement covers you in moisture, and visibility is zero.

You can indeed. Escape is his aim, and he thinks he is going to do it very soon. But... there is something odd about his mind, that you cannot quite work out- you've not felt a mind like this before.
But you can give chase. You become soaking wet very fast, but you know where he is. Some shots come your way, fizzling through the cloud, but they are way off- he is blind where you are not.
