And nine is a very frequent number especially in non-realistic works like legends, fairy tales or fantasy, in numerology hence also connected to a lot of topics
Orc already existed too before Tolkien talked about them, Tolkien brought them to live again...

'Orc' is a normal Old English word for 'monster' or 'beast' which if it hadn't been lost over the ages would probably also have appeared in Modern English as 'ork'... Tolkien himself said that he just used it as a half-translation of their 'real', elvish name.
