Well back then when the Numenoreans built it there wasn't really an evil blackland on their doorstep. So they built it to hold one of the palantiri, so when sauron had powerful he took over Minas Ithil (which was also built opposed to Minas Tirith) he also took the palantir which he used to poison the Denethor's mind...
What I was saying is it was Minas Ithil back then, without any shadows, without any Evil. But it became Minas Morgul when the forces of Sauron attacked the land and claimed it as their own.
I know that they are the same place, same location, same standing point. I was talking about the evilry (Minas Morgul) vs. good presence (Minas Ithil) of the land.
