Does Mr. Franko = Victor Franko from a certain 1960's classic? Or is there another I am missing?

not not Victor Franko here's a clue:
He was a mobster that returned to New York and is now the head of the families. He also had his son kidnapped by the Yakuza.
It was a B movie
